Restricted jurisdictions

Spring Light LLC's services are not available to residents of certain U.S. states or international jurisdictions. This list is illustrative and is updated periodically. Spring Light may decline to onboard, and may suspend, any account where it determines that operating the service would not comply with applicable law or its compliance program.

Comprehensively sanctioned jurisdictions

Spring Light does not provide services to individuals or entities located in, organised under the laws of, or ordinarily resident in, jurisdictions subject to comprehensive U.S. economic sanctions administered by the Office of Foreign Assets Control (OFAC). These currently include:

• Cuba
• Iran
• North Korea (Democratic People's Republic of Korea)
• Syria
• The Crimea region of Ukraine and the so-called Donetsk and Luhansk People's Republics

Other jurisdictions where service is not currently available

In addition to OFAC-sanctioned jurisdictions, services are not currently offered to residents of certain countries due to local regulatory requirements or our own risk-based assessment. These currently include, but are not limited to:

• Russia
• Belarus
• Mainland China
• Afghanistan
• Myanmar (Burma)

U.S. state availability

Spring Light operates under a Washington State money transmitter license and is registered with FinCEN as an MSB. Service availability in other U.S. states depends on applicable state money transmission laws and our individual state authorisations. We may not currently offer some or all services in every state. If you are unsure whether your state is supported, please contact us at admin@springlightllc.com before opening an account.

How we enforce restrictions

• We collect your country of residence at signup and review documentation provided during identity verification.
• We screen customers against OFAC and other applicable sanctions lists at onboarding and on an ongoing basis.
• We may use IP geolocation, address verification and other risk indicators to detect attempts to circumvent geographic restrictions.
• Accounts found to be in breach of our jurisdictional eligibility may be suspended or closed in line with our Terms of Service.
